Working under the general direction of the Director of Public Service, this position is responsible for planning, administering, and directing the functions, activities and operations of the streets and Streets and Sidewalks Division, Stormwater Operations Division and Environmental Services (solid waste collection/disposal) Division. This position is responsible for monitoring department activities to stay within compliance requirements of applicable regulatory agencies and constraints of the city budget. Selects, develops, and supervises staff. Prepares budget and directs expenditure of department funds and keeping of department records. Oversees planning and implementation of public service delivery systems. Directs the public service strategy of the City based on forecasting information from senior management. Serves as primary spokesperson for divisional activities. This position requires close cooperation with other operating and service departments in the City as well as county, state and federal regulatory authorities. The incumbent works in partnership with other employees, departments/divisions, external entities, and the public in delivering effective and innovative services. Provides holistic services to internal and external customers by seeking ways to integrate programs or services provided by other departments, divisions, and external entities. This position consists of professional and managerial duties relating to the planning, directing, organizing, implementing, and coordinating all programs and activities of the above divisions. Special emphasis will be placed on the development and implementation of an integrated workload and performance tracking system(s) and managing the Maintenance and Service Work Request systems. Ensures compliance with health and safety rules and regulations, encourages professional development and training, and sets the tone for an organizational culture that values and practices business ethics, quality service delivery, positive employee morale and excellent customer service. Develops, reviews, and approves policies and procedures for maintenance training, including safety requirements and operational efficiency for maintenance objectives. Develops, monitors, and evaluates the department's safety program. Ensures a safe working environment for employees by ensuring compliance with safety practices and policies. Reviews specific training needs with the Health & Safety Manager to ensure appropriate staff training.
Requires: Bachelor’s degree (BA/BS) or equivalent in Civil Engineering, Business Administration, Public Administration or related field; plus ten years of related experience and/or training; or an equivalent combination of education and experience. Valid state issued Driver’s License. Professional Engineer (P.E.) license preferred for engineering candidates.
