Under general supervision, assists with planning, organizing, directing, and managing the staff and activities of the Collections Division, including waste collection and recycling operations; assures compliance of activities with State and Federal laws and City policies and goals.
Assists in the Management of the Collections Division staff and activities to meet community and regulatory requirements for the city; provides leadership to assure that services are provided in alignment with the City's strategic objectives and State and Federal laws.
Assists in the planning, organizing, implementing, and managing of the recycling and solid waste collection, waste reduction, recycling, and public information programs; analyzes community needs, and develops action plans to resolve recycling and solid waste collection service issues.
Assists in the development of the annual operating budget; assists in managing all financial aspects of the Solid Waste division; plans and manages resource allocations; ensures efficient operations and cost-effective practices; assists in managing the collection, analysis and, reporting of the operational, budget, and financial data; assists in analyzing future needs and forecasting equipment and resource requirements.
Manages supervisory staff; prioritizes and assigns tasks and projects; trains and evaluates; develops skills and conducts performance evaluations; meets regularly with Supervisors to discuss and resolve workload and technical issues; reviews the work of supervisors to assure the work quality and timely accomplishment of assigned duties and responsibilities.
Assists with determining the most effective routing and service delivery methods to accommodate anticipated changes in the city’s solid waste & recycling collection system
Applying logical thinking to solve problems or accomplish tasks such as understanding, interpreting and, communicating complicated policies, procedures, and protocols.
Responds to requests for information; provides technical information to other environmental management organizations; research technical issues and recommends solutions.
Participates in employee interviews, selections, performance appraisals, disciplines, etc.
Establish and maintain effective working relationships with employees and the public.
Promote solid waste services through public contact.
Maintains regular and punctual on-site attendance.
Acts as Operations Manager, as needed.
Performs other duties as assigned.

Minimum Qualifications / Acceptable Equivalency:
Bachelor’s Degree in Engineering, Business Administration, Environmental Science or similar field
Four (4) years of experience in operation management of solid waste and recycle programs;
Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job
Extensive knowledge of: transportation/service delivery logistics or supply chain management; effective supervisory and training techniques.
Considerable knowledge of: automatic vehicle location/tracking systems, computer aided dispatch and radio transmitting systems; operating methods, standard methods, practices, and procedures employed in logistics and dispatching operations.
Ability to: react quickly, calmly, and rationally in urgent situations; speak clearly and communicate effectively; assign, schedule, supervise, and review work of others; prepare administrative and technical reports.
Skilled in: computers software (Excel, Word, reporting software).
Bilingual in Spanish and English
Preference will be given to applicants with a Solid Waste Association of North America (SWANA) certification in either Managing Municipal Solid Waste Collection Systems or Managing Recycling Systems
Conditions of Employment:
Must have a valid Class “C” Driver’s License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class “C” driver’s license and state required minimum automobile liability insurance within 90 days of hire per state law.)
Must pass a drug test, driver’s license check, criminal history background check, and social security number verification check
Must be able to work outside of regular business hours as required
