Salary Details:
There is an additional 3.35% Management Differential which is added to the posted salary for this class.
Under general direction, the Chief, Division of Solid Waste Management plans, organizes, and directs the operation of the Division of Solid Waste Management of the Department Waste Management and Recycling.
1. Plans, organizes, and directs the work programs in the various sections of the Division of Solid Waste Management.
2. Maintains liaison with, and coordinates plans and projects with state, federal, county and local agencies in the field of waste removal and disposal.
3. Directs, controls, and reviews progress of planning, construction, and maintenance of waste removal and disposal facilities.
4. Meets with various groups to discuss projects, programs, and activities of the Division.
5. Advises the Director of Public Works on the feasibility of projects affecting the Division of Solid Waste Management, and the impact upon the local community.
6. Establishes and monitors in-service training programs for employees.
7. Authorizes requisitions for all materials, parts, supplies, and equipment used in the Division.
8. Provides technical information to interested persons and groups.
9. Advises the Director of Public Works on the local effect of special legislation, federal, state, and surrounding county plans and programs.
10. Directs the preparation of, reviews, and forwards recommendations for division budget.
11. Directs the preparation of special reports and correspondence.
12. Investigates and answers employee grievances at the first step of the grievance procedure.
KNOWLEDGE OF:
• Principles and practices applicable to solid waste management
• Environmental impact of practices and procedures relating to solid waste management
• Environmental impact of practices and procedures relating to solid waste collection and disposal
• Sanitary landfill and transfer station planning and operation
• Economics of sanitary landfill, incineration, and other alternate means of solid waste disposal
• Budget preparation
• Principles and techniques of personnel management and supervision
• State and federal programs and legislation pertaining to solid waste removal and disposal
ABILITY TO:
• Evaluate plans and proposals fro solid waste removal and disposal
• Coordinate the work of engineers and technical personnel involved in planning solid waste projects
• Direct the preparation of complicated and comprehensive budgets
• Establish and maintain an effective public relations policy including coordination with federal and state regulatory agencies
• Analyze engineering and managerial problems and work out effective solutions
• Train and direct personnel
• Maintain effective working relationships with subordinates and others
Minimum Qualifications:
NOTE: Any combination equivalent to experience and education or training that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:
Either: 1. A Bachelor's Degree in business administration, public administration or related field.
Or: 2. Possession of a valid certificate of registration as a civil engineer issued by the California State Board for Professional Engineers, Land Surveyors, and Geologists (formerly California State Board of Registration for Professional Engineers).
AND
Either: 1. Three years of full-time paid experience in the class of Solid Waste Superintendent in Sacramento County service.
Or: 2. Three years of full-time paid experience in the planning, organizing, and direction of a solid waste operation or activity. Qualified applicants are encouraged to apply immediately.
