Under the supervision of the Director of Solid Waste Services, the Deputy Director of Solid Waste Services is responsible for assisting the Director in planning, directing, and supervising departmental administrative and operational functions. This includes overseeing Management Divisions responsible for Administration, Residential Collection, Commercial and Industrial Collections, Fleet and Grounds Maintenance, Landfill Operations, and Recycling activities to ensure efficient and effective operations. This position assists in the overall management of the Solid Waste Services Department, particularly in developing operating budgets, revising procedures, conducting special research projects, and maintaining outsourced contracts for specific operations. The Deputy Director acts on behalf of the Director in their absence.
ESSENTIAL DUTIES/RESPONSIBILITIES
Assist in developing departmental direction, priorities, goals, objectives, and initiatives to fulfill the mission of the City and the Solid Waste Services Department.
Supervise and work through managers of assigned programs to efficiently and effectively perform functions and achieve departmental goals and objectives.
Respond to questions and complaints from regulatory agencies, City departments, public officials, civic groups, customers, and the general public; conduct presentations to various groups.
Develop staff resources, budgets, plans, and processes to promote an engaged, empowered, effective, and efficient department.
Implement, coordinate, and manage goals and objectives, operating and capital improvement budgets, projects, and short-term and long-term infrastructure plans.
Assess problems and concerns related to solid waste collection, recycling, and disposal services; identify corrective actions and allocate resources to address issues.
Manage and inspect the construction and maintenance of solid waste facilities and equipment.
Develop and administer the annual budget for the department.
Provide leadership, motivation, supervision, training, and evaluation of the workforce through program supervisors.
Provide excellent customer service, interdepartmental and intradepartmental support, and public service.
Prepare and present resolutions and support documentation to the Board of Directors.
Communicate complex ideas effectively, both verbally and in writing, and handle sensitive and confidential matters with tact and diplomacy.
Maintain regular attendance and timeliness.
SUPERVISORY RESPONSIBILITIES
Directly supervises division managers within the department. Indirectly supervises personnel within the solid waste administrative, collection, recycling, and disposal services programs. Responsibilities include interviewing, hiring, training employees, planning, assigning, and directing work, addressing complaints, and resolving problems in accordance with the city's policies and applicable laws.
QUALIFICATION REQUIREMENTS
Minimum Qualifications:
Bachelor’s degree in Environmental Science, Public Administration, Business Administration, or a closely related field; or an equivalent combination of experience and education.
Five (5) years of progressively responsible experience in solid waste management or related operations.
Three (3) years of direct supervisory experience.
Must possess a valid driver’s license.
Preferred Qualifications:
Master’s degree in Environmental Science, Public Administration, Business Administration, or a closely related field.
Seven (7) years of progressively responsible experience in solid waste management or related business operations.
Experience working in a municipality.
Certifications from the Solid Waste Association of North America (SWANA) such as Manager of Landfill Operations (MOLO), Recycling Systems Manager (RSM), Integrated Waste Management Systems (IWMS) or Collections.
